As Senior Development Associate for Related California, Mr. Lockard is responsible for supporting and assisting in all aspects of project management, including the design, financing, preconstruction, and construction of more than 150 affordable housing units in Southern California.
Mr. Lockard comes to Related with a background in affordable housing finance. Prior to joining Related, Mr. Lockard was a Project Manager for the New York City Department of Housing Preservation and Development, where he transacted 12 projects with more than 1,700 affordable residential units and originated approximately $70 million in subsidized debt placements combined with Low Income Housing Tax Credits to finance acquisitions and rehabilitation, all under Mayor De Blasio’s 10-year housing plan. As an Associate of Acquisitions at Polaris Pacific, Mr. Lockard participated with the brokering of four transactions totaling approximately $25 million of private equity investments, procured the entitlement of a 96-unit market rate development, and consulted on development in the preconstruction phase, advising on San Francisco’s complicated entitlement and permit process.
Mr. Lockard holds a Master of Real Estate Development and Design from the University of California, Berkeley, and a Bachelor of Business Administration from the University of San Diego. He is a member of the Urban Land Institute.
